Kazakhstan Launches International AI Center Alem.ai to Accelerate Digital Transformation

Astana, Kazakhstan — Kazakhstan has officially launched the International Artificial Intelligence Center Alem.ai, a flagship initiative designed to advance the country’s ambitions in artificial intelligence, innovation, and digital development.

The Center, located in the country’s capital Astana, is Central Asia’s first international hub dedicated to AI and will serve as a platform for research, education, startup development, and global collaboration. Its launch is in line with Kazakhstan’s broader strategic course toward building a technologically advanced, modern, and competitive economy.

President Kassym-Jomart Tokayev has identified digitalisation and artificial intelligence as central to the country’s future. In his September 2025 Address, he set the goal of positioning Kazakhstan among global leaders in digital development within the next three years. This direction was further reinforced by the declaration of 2026 as the Year of Digitalization and Artificial Intelligence.

The opening of Alem.ai marks a key step in translating this vision into practical initiatives. During his visit to the Center on April 24, President Tokayev was presented with a range of projects, including the Astana Smart City initiative developed in partnership with Presight, aimed at creating next-generation urban infrastructure powered by real-time data and AI technologies.

A comprehensive ecosystem for innovation

Alem.ai has been designed as a comprehensive ecosystem spanning eight floors, bringing together education, research, entrepreneurship, and public sector applications in one integrated environment. It includes public engagement spaces, training programmes for both teenagers and adults, a startup campus for incubating and scaling AI ventures, research and development laboratories, and platforms supporting AI-driven government solutions.

The Center is expected to play a central role in Kazakhstan’s efforts to build human capital in the digital economy. The country plans to train up to one million citizens in AI over the next five years through a range of programmes targeting different age groups and skill levels. Initiatives such as TUMO Astana and Tomorrow School are already contributing to this goal by providing accessible, practice-oriented education.

Beyond its role as a national innovation hub, Alem.ai is also intended to support Kazakhstan’s longer-term economic transformation toward a knowledge-based, innovation-driven model. By integrating talent development, research, and commercialisation, the Center aims to strengthen the country’s capacity to develop and export AI solutions to global markets. Kazakhstan has set a target of increasing IT service exports to $5 billion by 2029, supported by the development of up to 100 AI startups annually and expanded collaboration with international technology companies. In this context, Alem.ai is designed not only as a domestic platform, but as a point of connection between Kazakhstan and the global AI ecosystem, attracting expertise, investment, and partnerships.

Kazakhstan’s growing role in the global tech landscape

Kazakhstan is also strengthening its position as an emerging technology hub. IT exports reached $1 billion in 2025, and the country hosts Central Asia’s largest technopark, Astana Hub, which supports startups in IT, fintech, biotechnology, and artificial intelligence. Alem.ai will further expand this ecosystem by creating new opportunities for entrepreneurs, researchers, and international partners.

The country’s progress is increasingly reflected in global benchmarks. Kazakhstan ranks 24th in the United Nations E-Government Development Index and has made significant gains in the Government AI Readiness Index. Its national supercomputer, Alem.Cloud, has also entered the global TOP500 ranking, highlighting growing capabilities in digital infrastructure.

By bringing together education, research, startups, and real-world applications, Alem.ai represents a systemic approach to technological development. The Center is intended not only to support innovation within Kazakhstan, but also to serve as a platform for regional and international cooperation in artificial intelligence.
